ISI核心期刊的评估与选择是动态过程,每年ISI数据库的来源期刊都会有所增加或删减,而且每种期刊在被录用或被淘汰前都经过内容广泛的评估过程。ISI数据库期刊评估要考虑多种因素,评估范围从质到量标准不同,包括基本出版标准、学术内容、作者的国际化程度,及其与之相关的引文数据等。

ISI每年都会发布《期刊引用报告》(Journal Citation Reports,简称JCR)。JCR对SCIE收录的所有期刊之间的引用和被引用数据进行统计和计算,并对每种期刊定义了期刊影响因子(Impact Factor)等指标。
一种期刊的影响因子是指该刊前两年发表的文献在当年的平均被引用次数。一种刊物的影响因子越高,即说明这些文献报道的研究成果影响力大,另一方面也反映出该刊物的学术水平高。
